The cross-border MITEC project brings together resources and expertise for more effective medical education through telemedicine in Pleven and Craiova

On 16 January 2026, the Medical University – Pleven held an opening press conference at which the cross-border project
“Cross-Border Multidisciplinary Education through Telemedicine” (ROBG00272 – MITEC) was presented.
The project is implemented with Medical University – Pleven as the lead partner, in partnership with Open Palm Foundation, the University of Medicine and Pharmacy – Craiova (UMF), and the Romanian Association for Technology Transfer and Innovation (AROTT).
The associated partner is University Hospital “Dr. Georgi Stranski” EAD.
The event was attended by representatives of the academic and hospital leadership, partners, and project teams, including:

  • Prof. Dr. Dobromir Dimitrov – Rector of Medical University – Pleven
  • Assoc. Prof. Dr. Zornitsa Gorcheva – Vice-Rector for International and Project Activities, Medical University – Pleven
  • Assoc. Prof. Dr. Alexander Valkov – Executive Director of University Hospital “Dr. Georgi Stranski” – Pleven
  • Hristo Taslakov – Chairman of Open Palm Foundation

The goal of MITEC is to improve the quality of medical education through the implementation of modern telemedicine technologies, focused on the training of students and residents in the cross-border region.
The project is funded under the INTERREG VI-A Romania–Bulgaria Programme 2021–2027, with a total budget of €1,330,589.54, of which 80% is provided by the European Regional Development Fund (ERDF).
Funding for Medical University – Pleven amounts to €810,206.40.
Over a period of 24 months, the following will be achieved:
establishment of telemedicine training rooms in Pleven and Craiova;
development of interactive digital training platforms;
delivery of training in neurosurgery, ENT, and gastroenterology;
implementation of a pilot training programme with 20 students from Bulgaria and Romania.
Medical University – Pleven contributes with modern infrastructure, clinical resources, and leading expertise in neurosurgery and ENT, while the University of Medicine and Pharmacy – Craiova contributes its expertise in gastroenterology.
MITEC is a large-scale cross-border project that lays the foundations for more innovative, digital, and accessible medical education – for the benefit of future doctors and patients in the region.
